You ask an interesting question. Although probably you will hear a variety of opinions on this topic, I always say to err on the side of caution and just submit your highest score. Thus, unless you achieve your GMAT goal score, cancel your score. Keep in mind that, if you do not cancel the score at the test center, you must do so within 72 hours. Also, you really have nothing to lose by canceling your score because, if necessary, you can always reinstate the score at a later date.

You can decide which score you want the school to consider. Schools take it positively that you have given multiple attempts to reach to your target. It shows determination.

Hi, Colleges will receive all valid scores when you select to send them to a program, so they will see multiple attempts if they are all valid. How the program looks at these scores is up to them. You may want to reach out to your hopeful program, to see what they are requesting from their candidates. Cancelled scores will not appear on score reports that are sent to universities. If a candidate received a score that they did not want to be reported to a program, they would cancel this score so that this attempt will not show to universities/programs. Hope this helps!
