i think that the answer is 'a'. this is because there is a clear indication that the analyst's conclusion is that there is no negative effect of not increasing the budget of marketing online.
the author also provides evidence that there is no need for increase in marketing expenditure and that sales aren't affected by it.


this makes no correlation between marketing expenditure and sales­

We should read more for structure than meaning but pay attention to both.

Deconstruct the Argument:

Strategy I generally use here is: 
1. I try to understand the importance of the bolded statements alone
2. I identify the main conclusion, and try to link the reasoning/ conclusion to the bolded statement
3. Understand the relation between the bolded statements (optional)

(A) The first is the analyst's main conclusion; the second provides evidence to support that conclusion. The first is clearly not the main conclusion of the argument. The second part is partially true, but it supports a different part in the argument Incorrect

(B) The first is evidence that serves as the basis for rejecting one explanation; the second is the analyst's additional explanation. We can consider first as an evidence, but the problem is that it is not used to explicitly reject an explanation.
