The No Child Left Behind Act requires states release the results of the yearly tests used to gauge student performance.
A. release... Wrong. State is an object not subject. The act is the subject that is requiring states to do something..
B. will also release. Wrong. State is an object not subject. The act is the subject that is requiring states to do something..
C. to release..Correct
D. must release .. Wrong. State is an object not subject. The act is the subject that is requiring states to do something..
E. must eventually release..Wrong. State is an object not subject. The act is the subject that is requiring states to do something..

Verb "Require" can be used in two ways--

Subjunctive mood : Company rules require that she arrive in the office before 7 AM.

Imperative mood: Company rules require her to arrive in the office before 7 AM.

Both above sentences are correct.

In the given question, second mood is used, because no choices use first mood. Hence the correct choice is C

Here infinitive form of verb is required to express the subjunctive mood
hence answer is C
