The answer should be C in my opinion. In order to weaken the argument (Louisiana should be expected to offer similar benefits to its own citizens), we need to find a statement that hits the dome right away. If we do our pre-thinking, we can conclude that the only way Louisiana can provide similar benefits is when they are charging more in taxes. C is stating the same thing.

The states of California and Massachusetts provide extensive medical benefits to their residents. We are in the same country; so the state of Louisiana should be expected to offer similar benefits to its own citizens.

Which of the following, if true, would most weaken the above argument?

A) Medical benefits are not a right guaranteed by state governments.

B) Some states have more socialist politicians who support massive state intervention.

C) States who provide medical coverage to their citizens are able to do so because they have high rates of taxation and Louisiana has much lower taxes per citizen than do Massachusetts and California.

D) Louisiana does not have quality medical professionals.

E) Quality medical benefits should not be provided to all people.

I chose C on this because they answer provided a basis for rebutting the conclusion- "We are in the same country; so the state of Louisiana should be expected to offer similar benefits to its own citizens." The answer specifically addressed the reason for the two states providing health care and why potentially Louisiana can not, as did the answer provide a basis of rebutting the idea that living in same country could mean getting same benefits, or put another way, reconcile why how some states can provide certain services, while others can not, and how being in the same country does not entitle citizens of one state to gain benefits offered to citizens in another state.

Though i would point out this question is biased for people who are familiar with the USA and its system. Or maybe everyone in the world taking the GMAT has enough familiarity to confidently answer the question. just observing.
