The weather in San Diego, California, is temperate for most of the year, and although the air is not so clean as it used to be, it has remained virtually smog free through recent years of rapid industrial growth, unlike most urban areas in southern California.

A. unlike most urban areas in southern California

B. unlike the air in most southern California urban areas

C. unlike other southern California air

D. unlike southern California urban areas

E. in contrast to the smog condition elsewhere in urban southern California

B. The original underlined portion presents an illogical comparison, of areas to
the topic of the first part of the sentence, air. Only choice B clarifies the air to air
comparison without the inappropriate wordiness of choice E.

"It" gives the comparison of areas, not the type of air.

My take on the Q..
firstly the non underlined portion itself produces an ambigious "it".. can refer to air or weather, and not likely to san diego although it does logically link to air ... but the point is it is ambigious...

A. unlike most urban areas in southern California..wrong comparison

B. unlike the air in most southern California urban areas..most appropriate, however it could have been most other urban areas in southern california

C. unlike other southern California airwrong in every aspect

D. unlike southern California urban areaswrong comparison and non usage of most others

E. in contrast to the smog condition elsewhere in urban southern Californiaunnecessary wordy and wrong comparison

Be careful with comparisons. In our mind we are ok with the original because we are talking about San Diego generally. Strictly speaking, however, it is comparing air to land (urban areas). B is correct here.

The comparison is between air in San Diego, California and air in most southern California urban areas. To confirm it we can rephrase the statement

unlike most urban areas in southern California, The weather in San Diego, California, is temperate for most of the year, and although the air is not so clean as it used to be, it has remained virtually smog free through recent years of rapid industrial growth,

Looking at above statement we know that current statement is comparing area with air. Search for best available answer choice.

Option B : compares air with air.
