This is a simple classic.
Plural subject doesn't agree with singular verb. We need to have '
have' here.

'which' here modifies 'blood vessels'
is we say --
blood vessels renders the duck incapable of feeling the cold on its feet1. we have SV agreement error
2. this sentence doesn't make any sense from the meaning stand point
POE:
We can eliminate (A) and (B) because of SV agreement error.
(A) has neither nerves nor blood vessels, which renders the duck incapable of feeling the cold on its feet.
(B) has neither nerves nor blood vessels, which renders them incapable of feeling the cold on their feet.(them and their- don't agree with antecedent 'duck')So now we have correct SV agreement.
V-ing modifier here is also correct.
