E it is ... as it gives another reason in decline in population of silvertail because their food itself carries a virus that destroys the livers of carnivorous animals, so even if you place strict sanctions on hunting ,the population of silvertail is bound to decline .

Since when a sanction is back in place, the grey wolf population will rise again, keeping rabbit population in check. Therefore, stricter sanctions against hunting would have the desired effect.

E suggest that Rabbit  ( Virus Carrier)  will lead to decrease in its predator population. So sanction will not have a desired effect of keeping rabbit population in check

The argument says the decline in silvertail fox was because of the removal of state sanctions. So, if again we impose these sanctions, we will be able to prevent our silvertail fox.

Inorder to weaken it, we can say even if we apply these sanctions, we will not be able to help prevent silvertail fox. May be something else is there to kill them.

Why is option d incorrect? And how exactly is it trying to strengthen the argument?

The population of silvertale fox had already been declining prior to these hunting restrictions not being in place. So even if we increase the restrictions on hunting, that would not make any difference.

Please help!!

Did you maybe just mix up the vocabulary?

(D) states that the fox population was increasing (surging), and not declining
This actually strengthens the claim that the hunting caused depopulation, because it shows that population growth completely reversed its trend (from growing to shrinking) when hunting started.
Since we're looking for something that weakens the connection between hunting and population decrease, this is not the answer...
