isnt "that occurs" redundant in E ???
what else can an earthquake do other than occuring ?

I'll go with (D) as well

Because the Earth's crust is more solid there (where?) and thus better able to transmit shock waves, an earthquake in the eastern United States (answers the where? correctly) will typically devastate an area 100 times greater than will a quake of comparable magnitude occurring in the West

(D) it is..

(E) has wrong verb tense also..

an earthquake that occurs.... if it occured...
