Do they just send out fee waivers or did anyone reach out to them? I have my GMAT score saved, but haven't put in other stuff into my application yet.

Let me explain my observation. I sent my GMAT score to KF from GMAC on X day and I received fee waiver on X+1 Day. Though, receipt of GMAT score may or may not be a indicator because my GMAT was not marked received at KF till yesterday. I received a mail from KF only yesterday stating that they have received my GMAT score.
As far as I know, nobody has asked for a fee waiver and IMHO one shouldn't as well. If they think you deserve one (on basis of whatever criteria they have,

) they themselves will approach you. If not, consider your application fee a small investment in your future.

I agree. But a dollar saved is money for the future, right? :D
Having said that, they have a question in the personal information tab which asks "Do you qualify for an application fee waiver?" If you say YES, one of the reasons you can indicate is "GMAT Waiver". Not sure exactly what it is, but does this mean they have an official policy to give waivers based on GMAT and they haven't mentioned it anywhere?
Also, I was trying to upload my resume but it is just not happening. I was able to upload transcripts though. Not sure if anyone else faced this.
