It's not fun to see the dings coming in, but something to keep in mind, especially for internationals, small schools are not a guarantee by any stretch. Think about it, 36% of 59 students means there are only 20 international students at Penn State, so it's hard to get a spot in that applicant pool. Fit is far more important that stats.(within reason)
Small programs have strong relationships with certain recruiters that have their own unique requirements, you work with the same students day in and day out for 2 years, and they have to build a balance with very few pieces. Pretty easy to see a lot of the dings when viewed in that respect.
