Typically a waiver means that they are about to reject you. It’s interesting that they say in the email that it will in no way impact your candidacy. What area are you from?
Do you have any evidence to back up that claim? Because what you're saying implies that Kellogg's email was dishonest, and I strongly disagree with you.
On the contrary, I've read in more places than one that Kellogg
does not look at your full application until one of the following situations occurs:
(1) You get interviewed (on-campus or off-campus)
(2) You get an interview waiver
If situation (2) occurs, and they like your application when they see it, then they reach out to you for an interview (usually Skype).
You can not get admitted with no interview.
