(E) During 1991 Bayburg’s program of rent assistance for low-income tenants advertised widely and then informed all applicants about other assistance programs for which they would be qualified.

So, in 1990, an equal number of people were unaware of the assistance programs, which when informed to the low-income tenants led to more people filing for assistance than the year before.

During 1991 the number of people in the town of Bayburg who received municipal food assistance doubled, even though the number of people in Bayburg whose incomes were low enough to qualify for such assistance remained unchanged.

People get food aid double. People with income qualified for food aid unchanged
It should be cleared that all people getting food aid should have income lower than a limit. But not all people with income lower than the limit get the food aid

Which one of the following, if true, most helps to resolve the apparent discrepancy in the information above?


(A) In 1990 the Bayburg Town Council debated whether or not to alter the eligibility requirements for the food assistance program but ultimately decided not to change them. If nothing changes then nothing affects the argument

(B) In 1990 the Bayburg social service department estimated the number of people in Bayburg who might be eligible for the food assistance program and then informed the Bayburg Town Council of the total amount of assistance likely to be needed. even if food is prepared by the town council, people have to come and ask to get the assistance

(C) During 1991 many residents of a nearby city lost their jobs and moved to Bayburg in search of work. New comer may arrive but no info that they have income so low that they are illegible for food aid

(D) During 1991 the number of applicants for food assistance in Bayburg who were rejected on the basis that their incomes were above the maximum allowable limit was approximately the same as it had been in 1990. So nothing changes

It may explain the gap. As low income people get aware of other assistant program, which may include food aid --> increase the number of people who are illegible for food aid to ask for help

after reading the stem and analyzing it thoroughly, with pre-thinking I thought that the only reason that the food assistance can only double if more people of the low income eligible actually applied (maybe there is a percentage who didn't apply before 1991 but now they do) , so E is the right answer since assistance was advertised by the government (or who cares ) so more people applied for the program , hence the increase.

I like short explanations in CR , cheers :)

E is the answer, because it is possible that people who qualified for the subsidy did not know they were eligible until they were informed when they tried to apply for rent assistance.

Why is C incorrect?

it says that people who lost job came in "search" for work. so def they must be below eligibility?

In E, we are not sure whether the promtion being done is resulting in more people availing benefit. these people could have existing knowledge about the scheme?
