Simply because E is nor related with the conclusion of the argument, It is out of scope.

You need to pinpoint something that justifies the fact that travellers have benefits from the adding of these new costs. C points out this: few delays of the entire airport traffic.

    Premise: FAA has proposed a fee plan for all travelers
    Counter-premise:Plan(fee) would benefit to only private plane travelers
    (Unstated premise:For the plan Fees collected from all travellers would benefit only private plane travellers
    Conclusion:For the plan, this fee would be unfair

According to the question Correct answer will say "this fee would be fair" or "FAA's plan is good" or something like that.

Correct answer is C because it says something like "FAA's plan is good,fair & helpful for all travelers(by reducing the number of delayed flights)"

Answer Choice E is wrong for presenting irrelevant information to this argument.This answer choice is giving new information from outside the scope of the argument(appointing president).

in the weaken question, the correct answer always come form 'out of scope of the argument'. In C, the words ''delayed flights'' come from out of scope of the argument. There was no discussion about ''delayed flights'' in the discussion. So, will you say that C is wrong because ''delayed flights' is out of scope? obviously not.
In E, the option is irrelevant that does not mean that it is out scope because the words "appointing president'' was not discussed in the argument. E is wrong for another reason not for being ''out of scope''

Its not about out of scope or in scope argument.

As per the question, we need to present something that proves the plan would be beneficial for all and not just a specific group of people. C clearly does that. Hence, the correct answer.

E no where tells us that it is going to beneficial for all.

Remember, you need to first determine what the argument needs and then pre - think and then answer :)

I believe,I got your point and you understood weaken question & out of scope answers differently than mine.And the problem of understating lies on it

In Weaken Question,the answer choices are accepted as given,even if they include "new" information.your task is to determine which answer choice best attacks the argument in the stimulus.Out of scope Answers simply miss the point of the argument and raise issues that are not related to the argument, a choice containing a statement that is too broad,too narrow,or beyond the purview of the stimulus.(may see ref.: Powerscore CR bible)

May I know how you know and understand weaken questions and out of scope answers?How you eliminated E and chose C?
