A. where more than 60 percent of household incomes are
B. where more than 60 percent of household income is
C. which has more than 60 percent of the household incomes
D. where they have more than 60 percent of household income
E. where more than 60 percent of them have household incomes

Option D and E have Pronoun Error; Pronouns they and them do not antecedent, and hence are incorrect as per GMAT.
Option C. For a country, relative pronoun where is preferred to which.
Option B. Changes the meaning of the sentence; instead of implying several incomes, this option implies one income, as though wrongly referring to the country's entire income.

Option A is the best option, with no Grammar or Meaning errors.

A vs B? I think “income” is uncountable noun...but why OA is A?

Hello Mavisdu1017,

We hope this finds you well.

To answer your query, in this sentence, the phrase "household incomes" refers to the individual incomes of each household, so in this context "income" is a countable noun because the income of each house exists as a discreet and distinct entity.
