It seems unlikely to me that they read applications based on such specific geography. They might read "in country" and "out of country" applications separately, but I doubt they go so far as to separate "out of country" applications by specific region. This is just a guess, so I could be entirely wrong, but my experience suggests this. I received my interview invitation within a week of submitting my application (I'm based in Los Angeles) and noticed that others who received their invitations in the same time frame were not necessarily in-state applicants. That makes me think that they do not go by region in the United States and, therefore, likely do not go by region outside of the United States. Hope this helps put some of you at ease.
