colder and wetter. The usual/unusual weather is being compared (to itself, more or less). In case you were wondering about the
which modifier, such a clause marker almost always indicates that the noun closest to the comma on the left-hand side is the one being modified. Here, we have a straightforward
weather, which... indicating that the weather is the subject of comparison.
