I think everyone, who has not been interviewed, gets on the wait list. Is there any one who has received rejection email?

That will most certainly not be the case. There will be candidates who are 100% not suitable for admission, and the point of the waitlist is identifying candidates who fit the mold but just aren't quite as competitive as other similar profiles in that round, so the waitlist will be relatively small compared to total applicants.
