I’m not sure if I understand your question. If you interviewed you will get admitted, waitlisted or denied. If you did not interview you will get denied or waitlisted. You can get denied even if you interviewed Sent from my iPhone using GMAT Club Forum mobile app

In the mail from Ross, it states that there can be 3 outcomes - accept , waitlist or deny. Hence even for those who got the mail there are chances of waitlist/ deny. Said that, I am not sure about why you did not get the mail from Ross ( Technical problem/ or something else. )
