If the argument doesn't use extreme language (such as all people who ... have ... ), you can eliminate options using extreme language (words such as all, none etc appear in such options).

This is an weakening question. The OA is E .... and the information - increasing coffee price - may be an alternate factor for reduced consumption..
And (A) is wrong as this information can somehow be inferred from the passage . Is there any other logic to discard the same ?

I have a doubt in this question with regards to Option E. Although you have explained this question in details, my doubt is how can we infer that " The book reviewer does not believe that she knows San Francisco better than Peter Lee does"

The reviewer only say Lee knows the city as well as she does. it can't be inferred that she knows the city less than Lee.

the conclusion is not - we can retain .
then how is the ability to retain important??? option A

In strengthen/weaken questions, the given options are additional premises. They give new information.
We already know that whatever the argument gives us, we need to assume that to be true. Similarly, the question stem mentions that the data given in the options should be assumed to be true.
So, "if the data given in the options is true, which of the following would strengthen the argument?"

It just explicitly mentions that the options should be considered true (even if your general awareness makes you think otherwise - though usually they will actually be true).

So questions in which the options will give new information, it will usually be mentioned "if true". You don't have to worry even if it is not explicitly mentioned. You do have to assume that the data given in the options is true and then proceed to evaluate each option.
