In strengthen/weaken questions, the given options are additional premises. They give new information.
We already know that whatever the argument gives us, we need to assume that to be true. Similarly, the question stem mentions that the data given in the options should be assumed to be true.
So, "if the data given in the options is true, which of the following would strengthen the argument?"
It just explicitly mentions that the options should be considered true (even if your general awareness makes you think otherwise - though usually they will actually be true).
So questions in which the options will give new information, it will usually be mentioned "if true". You don't have to worry even if it is not explicitly mentioned. You do have to assume that the data given in the options is true and then proceed to evaluate each option.
