Does "depending on reading process" mean that anyone who submits early will get his/her application read first and get replied first?

I think it is a random reading order as Luke's tweet: Round 1 tuckschool applicants, my colleagues & I are enjoying the good work of getting to know you better! We're ~23% thru our reads.
