Answer should be E.
A and B have pronoun issue.
C uses passive voice and it is not clear who is ignoring.
D has redundancy issue: "previously" "in the past" both are same.
E - Correct and concise.

I agree that E is correct!!!

I have a doubt though. Why isn't the word 'that' used before it?

Hi,

Writing "that" is not always necessary in such a context.
See the following examples:
- I ate the mangoes you left on table.
Above sentence is clear in meaning (with or without "that") and it is clear which mangoes are being talked about.

Now, consider another sentence:
- I want to go to a place "where" great people live.
In the above sentence if you do not use "where" the sentence is ambiguous and nonsensical. So, in this sentence writing "where" is necessary.

Hope this helped.

But in E 'it' don't agree in number with 'have'.

As its winning percentage has dwindled, the team has become increasingly willing to sign players they would in the past have ignored.

'They' is incorrect as team is a singular noun.

(A) they would in the past have ignored
Incorrect as mentioned above.

(B) they would have ignored previously
Incorrect as mentioned above.

(C) that in the past would have been ignored previously
Incorrect using both "in the past" and "previously" is redundant. These words mean the same.

(D) it previously would have ignored in the past
Incorrect using both "in the past" and "previously" is redundant. These words mean the same.

(E) it would in the past have ignored
Correct. no redundancy and correct usage of singular pronoun 'it' for team.

'have' is not a standalone verb here. It is a part of 'would ... have ignored'. This is the correct usage for a conditional statement made in the past. Example, I would have played cricket yesterday , if it had not rained.

I came down to answer choices D and E. I eliminated E at first because it sounded like it should have said "it would have ignored in the past" instead of "it would in the past have ignored" - it feels like the latter correct answer is awkward or should have some commas...why is that E is still correct as it is? Or is E correct because every other answer got eliminated and D had a redundancy error?

D and E are the contenders. We can eliminate D because of the redundancy in past and previously.

So the answer is E.

As its winning percentage has dwindled, the team has become increasingly willing to sign players they would in the past have ignored.

Meaning
Since the team's winning percentage dwindled, the team has become increasingly willing to sign players. The team would have easily ignored to sign these players in the past
Here the subject is the team so the verb should be singular.

POE

(A) they would in the past have ignored
(B) they would have ignored previously
(C) that in the past would have been ignored previously
Meaning error: The past did not ignore but the team in the past ignored
(D) it previously would have ignored in the past
Redundancy: previously and past
(E) it would in the past have ignored
Though the sentence doesn't seem normal it is correct as it abides the rules of GMAT grammar
It correctly modifies the team
The usage of tense would have is proper

(A) they would in the past have ignored - Team is Singular, hence They is incorrect
(B) they would have ignored previously - Team is Singular, hence They is incorrect
(C) that in the past would have been ignored previously - Missing noun/pronoun after comma
(D) it previously would have ignored in the past - Previously is redundant
(E) it would in the past have ignored - CORRECT

Hence, Answer is E

A,B,C -Pronoun agreement issue. Singular team cannot be referenced with "they"
D - Redundant as it uses both "Previously" and "Past"

Hence, E is the answer.
